Hartem Yaakoub trained as a State Engineer in Industrial Hygiene & Safety. The discipline teaches you to model systems in failure modes: how to lay out audit trails, how to engineer defenses in depth, how to ship something that won't collapse the third time you stress it. That training did not stay in the factory. It became the operating system for every digital platform he has shipped since.
In August 2023, he founded TKAWEN under arrêté ministériel n° 1275 of the Ministry of Higher Education and Scientific Research, within the framework of décret exécutif 20-254 governing student and researcher academic spin-offs. The matricule — UBMA-STARTUP-2023-00062 — places TKAWEN among the first national cohort of academic spin-offs at Université Badji Mokhtar. The state followed with two labels — Projet Innovant, then Startup — and a Top 20 ranking in the country's most-innovative cohort of 2024.
In October 2024, he was selected for ASEP Cohort 3, the presidential Algerian Startup Expedition Program, in South Korea. Two weeks at POSTECH, Seoul AI Hub, COEX and Startup Park Incheon. Encounters with the Algerian Ambassador to Korea and senior Algerian officials. The conviction crystallized on that trip is the one that frames everything he ships today: that Algerian engineers can write software the world depends on, and that the most reliable export channel is permissive code shipped from production.
